    DUTY STATION: Los Baños, Laguna, Philippines
    REPORTING TO: Sustainable Use and ABS Division Director

    TERMS OF REFERENCE

    A. BACKGROUND

    The ASEAN Centre for Biodiversity (ACB) is an intergovernmental regional centre of excellence established through an agreement among the Governments of the Member States of the Association of Southeast Asian Nations (ASEAN) in 2005. The ACB facilitates cooperation and coordination among the members of ASEAN, and with relevant national governments, and regional and international organisations, on the conservation and sustainable use of biological diversity and the fair and equitable sharing of benefits arising from the use of such biodiversity in the ASEAN region. Since its establishment, the ACB has lived up to its mandate of strengthening national and regional capacity for biodiversity conservation.

    The Sustainable Use and Access and Benefit Sharing Division (ABS) will cover cross-cutting and emerging areas particularly, capacity building on: (i) access and benefit sharing; (ii) synthetic biology; (iii) DSI and related concerns; (iv) other new and emerging issues as identified under the Convention on Biological Diversity.

    The ACB is seeking dynamic, innovative, and committed candidates for the position of Programme Associate who is responsible for technical and administrative support for the Sustainable Use and ABS Division.

    B. SCOPE OF DUTIES

    Under the supervision of the Sustainable Use and ABS Division Director, the Programme Associate shall have the following duties and responsibilities:

    1.1 General
    1.1.1 Assist in technical matters relating to policy and joint programme development and capacity building development, in accordance with the ACB’s Annual Work Plan;
    1.1.2 Assist in the implementation of various ACB programmes with donor partners, including coordination with the ASEAN Member States, consultants, and donor partners;
    1.1.3 Assist on Capacity Building in various thematic areas of the ACB;
    1.1.4 Assist in the coordinating workshops, trainings, and other events under the ProgrammesDivision including local and international travels to venues outside the ACB Headquarters; and
    1.1.5 Assist in preparing concept notes, technical reports, workshops proceedings, joint research programme proposals, ToRs and other technical documents.

    1.2 Specific
    1.2.1 Provide administrative support to the Sustainable Use and ABS Division Director
    1.2.1.1 Organise and coordinate meetings, workshops, conferences and events, including preparation of briefing documents, setting up and following up on meeting appointments of the Sustainable Use and ABS Division Director with different organisations and institutions; and
    1.2.1.2 Manage cash requirements (cash advances, reimbursement, liquidation) and other relevant documents for all meetings, conferences and activities to be attended by the Sustainable Use and ABS Division Director

    1.2.2 Provide support to project development specifically on sustainable use, access and benefit sharing, and ecosystem services
    1.2.2.1 Assist in the preparation of concept notes and proposals for submission to donor agencies; and
    1.2.2.2 Assist in coordinating with relevant institutions in the finalisation and approval of project proposals

    1.2.3 Provide support to project monitoring and reporting
    1.2.3.1 Assist in and contribute to the monitoring and reporting of programme/project development and implementation; and
    1.2.3.2 Assist in and contribute to preparing project reports and related documents

    1.3 Perform other related tasks that may be assigned by the Supervisor(s) from time to time.

    C. QUALIFICATIONS

    Education and Work Experience

    ● Must have at least a Bachelor’s degree in Natural Sciences, Environmental Management, or other related fields or its equivalency requirement of a Non-related Bachelor’s Degree with at least three (3) years of related work experience

    Skills

    ● Excellent knowledge of the English language and with exceptional writing, presentation, and communication skills
    ● Adept at working with teams in a multicultural environment
    ● Ability to work independently and to manage effectively different tasks

    Other Preferences

    ● Relevant work experience in a regional/international organisation preferably in the ASEAN is an advantage
    ● Significant experience on donor-funded projects is an advantage.

    Nationality

    ● Must be a citizen of the Philippines
