Rolly is a development communication and public relations expert with over 30 years of progressive professional experience in designing and managing communication programs for various international organizations, national and local governments, and NGOs; corporate communication; media and public relations; political strategies; and communication training. He was one of the first graduates of B.S. Development Communication in the Philippines and has masteral units in Public Administration and Development Communication. Rolly worked as a Communication Specialist for the USAID Environmental Cooperation-Asia Program in Bangkok, Public Awareness Manager of the Australian Agency for International Development in the Philippines, Editorial Consultant at the International Center for Agricultural Research in Dry Land Areas in Syria, Legislative Staff Officer at the Philippines Congress, Media Officer at the UN Information Center in Manila, Public Information Officer of the City Government of San Pablo, English instructor at the San Pablo Colleges, Publisher-Editor of NewsWorld, Producer and Host of the "UN IN ACTION" television program, Regional Director of the National Media Production Center, and Station Supervisor of Radio DZLB-UPLB.
